In Outer Space (only) use Lead as the reaction mass. It’s heavy, cheap, and goes on graphene tape well. It becomes plasma real fast.

You can pre-lift reels of lead on tape to Earth or lunar orbits. Doing so will use only conventional rockets. Not atomic nozzle rocket which expels lead plasma (or copper, or tungsten).
