1. Acquire some Evaporative Machines that could make individual rooms live-able in people’s homes on a temporary basis.
2.Mobilize Boy Scouts of America to monitor and assist elderly people who may be in danger from the heat.
3. Consider any and all habitat under Federal control as possible emergency shelter for people in danger from the heat wave if it goes on and or gets worse. Any and all means ANY and ALL.
4. ADD personnel to early wildfire detection. Add space assets. Make sure no homes are destroyed because of dry land and wildfires. Have planes ready to put out wildfires.
FEMA will get paid whether they think or not. But being helpful here would be good for their future funding and support from Congress. Being out of the loop or totally un-involved, would be less good.
