White House/Governors Working Together to Bring Solutions to Problems

The states have problems that could be seriously mitigated if all the capacity of all the Federal agencies was available and could be applied.. This would be a new Federal/State Cooperation Method. What could mitigate, who has that ability, how can they get where they need to be to get to work? This has never really been tried. THe lines between the Federal government and the States have been rigid. It’s how USA was set up. We need some flex now to manage local problems so they do not pull down the whole nation.
