Army Secretary Daniel P. Driscoll, the service’s top civilian leader, who clashed repeatedly with Defense Secretary Pete Hegseth over the ouster of a swath of key combat-tested leaders, handed in his resignation on Monday, according to administration officials. The resignation comes amid a series of firings and feuds that have left the Army essentially rudderless as it struggles to deal with the threat posed by cheap, deadly drones and missiles.
