Losing 20 million Americans will not be enough to make Congress wake up to the facts that things are not OK in USA right now. 100 million might be enough to begin the process. Plus the Congress dome building could be on fire, plus the desks of the Congress people could be on fire, plus the arms and legs of the Congress people could be on fire — and yes Congress will be awake at that point —- they will know that something is not quite right. They could begin thinking about how to respond —- what new legislation could exist that might mitigate and lessen the crisis. If such a law ever exists, I might be saved by it. Hope springs eternal.
